    Rolls-Royce Power Systems advocates for the formulation of targeted policies to unlock the potential of HVO as a transitional low-carbon fuel, while also promoting the research and development of other solutions to serve as long-term low-carbon alternatives to fossil diesel. Compared to fossil diesel, it can reduce lifecycle carbon emissions by up to 90%. With the existing infrastructure, HVO can immediately achieve significant emissions reductions for backup power in data centers, supporting Singapore's leading position in sustainable data center solutions.

     

    HVO is a high-quality bio-based paraffin fuel produced from waste materials, residual fats, and oils, which can reduce life-cycle carbon emissions by up to 90% compared to fossil diesel, and is compatible with existing diesel generator infrastructure without the need for technical modifications, provided that the system is approved for HVO use. For data centers, this offers a practical and immediately deployable decarbonization solution for backup power. Additionally, this aligns with Singapore's Green Data Center Roadmap (GDCR) and its long-term goal of net-zero emissions by 2050.

     

    This position paper outlines the key directions for promoting the comprehensive application of HVO, including unifying standards, ensuring cost competitiveness, simplifying regulatory approval processes, strengthening market cultivation and cooperation among supply chain parties, and continually promoting research, development, and innovation.

    With the accelerated development of the regional digital economy, data centers have become a key driver of growth in Singapore and the Asia region.
